Population increase or decrease worldwide is a function of two factors: Births and deaths. If births exceed deaths, population increases.

Population increase or decrease within a political unit such as a nation, a state, or a county is a function of four factors: Births and immigration minus deaths and emigration.

If in Country X each birth is matched by one death and each immigrant (a person entering Country X) is matched by one emigrant (a person leaving Country X) and if each woman has two children, the population of Country X will be stable!

However, if the population of Country Y is increasing, births are exceeding deaths and/or immigrants are outnumbering emigrants and/or women are having an average of more than two children each.
